Alexas Kelly is a visionary strategist, systems thinker, and founder of Lex BEST Enterprises. A platform at the edge of innovation, infrastructure, and personal transformation. With 25+ years spanning federal leadership and private enterprise, Alexas builds what others only imagine: smart cities, resilient systems, and bold brands that scale across borders and generations. She has experience managing high-impact infrastructure, innovation, and sustainability initiatives. Known for her ability to translate bold vision into scalable, future-ready systems, she combines detailed execution with holistic insight solving complex challenges with strategic, cross-disciplinary teams.

As former senior federal program manager at the U.S. General Services Administration (GSA), Alexas led the $1.5B Southern and $2.5B Northern Border Land Port of Entry Programs. She was GSA’s National Expert on international bridges and LPOEs, leading binational coalitions and national policy forums, and serving on transformative initiatives like GSA’s BIL Working Group and Low Carbon Concrete Standards.

An expert in the National Environmental Policy Act (NEPA) and Critical Action Facility (CAF) processes.

She served as the educational curator for the Land Port of Entry Design Support Working Group and Community of Practice, led the Binational Northern Border Coalition, and acted as national LPOE liaison  for GSA & CBP's Capital Planning for Congress and long-term federal investment strategy.

Committee member on key national policy initiatives. Her work included cutting-edge international agreements that had never before been executed. 

An expert in the National Environmental Policy Act (NEPA) and Critical Action Facility (CAF) processes, Alexas builds long-term, solutions-oriented frameworks that guide sustainable development, regulatory compliance, and program execution across agencies and capital programs that support sustainable infrastructure development.
